Should I reapply water based concrete stain?

Ok, we had a coat of waste based semi transparent stain. after only a year, almost all of it flaked off. I bought another brand, and even wasted money on a coat of primer. I washed the surface off, and applied the primer..and now the stain won't apply. It just pools up, streaks, and doesn't cover the surface. At least the other stuff went on perfectly well, it just didn't hold up long. Did I get yet another bad batch of stain? Is the primer to blame? I don't want to waste anymore time and money on this. what shoudl I do? Buy another braind of stain and apply? Or just buy some paint and toss over the mess because its impossible to fix without wasting a lot of time and money?
